KUALA LUMPUR, 1 December 2020: The Vehicle Theft Reduction Council of Malaysia (VTREC) with Polis Diraja Malaysia (PDRM) and Persatuan Insurans Am Malaysia (PIAM) embarked on a collaboration for the public in a live webinar entitled “Strategic Prevention of Road Traffic Accident and vehicle Theft”. The webinar was hosted by VTREC as part of VTREC’s role in engaging the stakeholders in combating the vehicle theft crime in Malaysia other than creating awareness towards the public on this particular crime and this time bringing something new into the limelight touching on Road Traffic Accidents and what is the coloration between the two.
The moderator of the event Prof Dato’ Dr Ahmad Farhan begins the session by welcoming all the participants andintroducing VTREC as the main organizer of the event collaborating with Polis DiRaja Malaysia (PDRM) and Persatuan Insurans Am Malaysia (PIAM) at the same time highlighting the main objectives of the event by mentioning about what will be the gist of the discussion in the webinar. In the introduction, the moderator also captured the participant’s attention by bringing forward the importance of the topic as he says “in my opinion, the similarity in road traffic accident and vehicle theft is that both brings misery to the victims but on a more important notes are that both are preventable”.
The event’s aims were to create awareness to the public on road traffic accidents and vehicle theft strategic preventions. The line-up of panellists from different yet important agencies in the field of Road Accidents and Vehicle Theft sharing their discussion on various topics from various context in regard to strategic prevention of road traffic accidents and vehicle theft issues such as road traffic accident offences, the relationship between vehicle theft and road traffic accident, identification of cloned vehicle and cut-and-joined vehicle, the role of insurance in cushioning the impacts, best medicine for road traffic accident and the reason on the increase of road traffic accident.

Tuan Mohd Edir bin Sanip, Penolong Pengarah, Bahagian Penguatkuasaan, Jabatan Pengangkutan Jalan Malaysia (JPJ), Ibu Pejabat Putrajaya. Encik Zainudin bin Ishak, President and Chief Executive Officer, Malaysian Reinsurance Berhad (representing PIAM). Puan Mas Tina binti Abdul Hamid, Co-ordinator, Vehicle Theft Reduction Council of Malaysia (VTREC). YBhg. The First Panellist: YDH Tuan ACP Shahrum bin Hashim, the Head of Secretariat, Traffic Investigation and Enforcement Department speaks about the data and statistics on road accident from the number of police report on road accidents, the number fatality caused by road accident, the top 3 area or road with most number of accidents, to the factors that has been reported as causes of the road accidents. He then highlighted the four categories of road accidents which are fatal death, severe injuries, slight injuries and non-injuries or property damage only. Investigation are made according to the categories and the preventive measures action according to the study and data shown. Tuan ACP Shahrum also mentioned that for the past 10 years since year 2010 the record of road accident report has been increasing and the motorcycle has been the biggest contributor to this percentage.

Puan Mas Tina binti Abdul Hamid, Co-ordinator of VTREC being the second panelist started off by sharing the facts and statistics from the insurance industry and general statistic from PDRM of vehicle theft in Malaysia and how the statistics has shown a tremendous reduction since year 2013. Puan Mas Tina continues by sharing the category of most stolen vehicle and also the most stolen model of each vehicle category. She then highlighted the role of VTREC in engaging with the stakeholder to combat the vehicle theft crime and some of the initiatives done that contributes to the decreasing number of the crime in Malaysia. Puan Mas Tina also had the chance to show some clipping of paper cutting while explaining about cut-and-joint car and the relation between vehicle theft with road accident before wrapping up her session.

Penolong Pengarah, Bahagian Penguatkuasaan, Jabatan Pengangkutan Jalan Malaysia (JPJ)
The third panelist Tuan Mohd Edir bin Sanip, being the Assistant Director in the Enforcement Division of Jabatan Pengangkuatan Jalan Malaysia (JPJ) with 25 years of experience in the related field shared with us the role of JPJ and its division. He then shared the statistics of registered vehicle in Malaysia is now about 32 million which is almost similar to the population in Malaysia. He also shared the number of active vehicle on the road after explaining that active vehicle is define or refer to vehicle with valid road tax as well as the number license holder in Malaysia and number of new drivers. Tuan Mohd Edir continues by sharing about clone car and how to identify them, he highlighted how dangerous this car could be and how usually clone car are the one that involves in vehicle theft crime, smuggling and even road accidents.
YBhg Encik Zainudin bin Ishak, President and Chief Executive Officer,
Malaysian Reinsurance Berhad (representing PIAM).
Encik Zainudin Ishak, President and Chief Executive officer of Malaysia Reinsurance Berhad was the panelist representing PIAM and the insurance industry. Encik Zainudin with his 30 years of vast experience in the industry started off his session by highlighting the importance of having an insurance policy as a driver or even as a vehicle owner, he then further emphasize on his point saying how the government have given exception for road tax during the MCO but did not to insurance which shows how importance having insurance policy for a driver. He then shared that on average the insurance company pays 15 million worth of claims per day for road accidents alon which is such a big amount and it is not healthy for the insurance industry. Thus, Encik Zainudin as representative of PIAM expresses how PIAM is glad and honored to have been given this opportunity to talk about how insurance industry plays a role in road traffic accidents and vehicle theft and hope that insurance industry can collaborate with other agencies in combating both road accidents and vehicle theft in Malaysia.
YBhg. Prof. Dr. Krishnan Rajam, Chairman, Accident Prevention Committee, Malaysian Medical Association (MMA).
Prof Dr Krishnan is a doctor in medicine and with his 25 years of experince in the region country in his field and also experince in advocacy on road safety as the road traffic accidents has now been viewed as a public health problem. During his session has shared with us how road traffic accidents is a major public health issues in our country with about sixty to seventy thousand death per year and what’s even more sad is that road accidents is the leading cause of death amongst our youngsters from the ages of about 3 to 35 years old. This surely have caused a heavy burden on the health sector in our country, previously the health sector are only having roles in the treatment but now health sector are having more roles in this matter including research, collection of data, advocacy and community education.
