KUALA LUMPUR, 16 November 2020: The Vehicle Theft Reduction Council of Malaysia (VTREC) and Selangor Polis Diraja Malaysia (PDRM) embarked on a collaboration of exclusive webinar for Selangor PDRM Officers on vehicle theft and prevention of vehicle theft crime. The webinar was hosted by VTREC as part of VTREC’s role in engaging the stakeholders in combating the vehicle theft crime in Malaysia, entitled “SAY NO TO VEHICLE THEFT: Prevention and Keyless Theft”.
As host of the event, Puan Mas Tina Abdul Hamid, Co-ordinator of VTREC cum The Moderator introduced the event as part of VTREC initiatives which is a collaboration with Jabatan Pencegahan Jenayah dan Keselamatan Komuniti (JPJKK), IPK Selangor and highlighting the importance of such collaboration from both the non-government and police point of views. In her introduction, she also briefed on the overall total of vehicle theft, reduction of vehicle theft statistics, and the need to drive down vehicle theft cases.

The event’s aims were to expose the participants further to the crime of vehicle theft and the Modus Operandi particularly keyless vehicle theft. The Panellists shared their Best Practice Sharing, multiple-information, knowledge, and experiences from different perspectives of vehicle theft. These include the well-being of the public, an initiative by PDRM JPJKK, ways to identify stolen vehicles, cut-and-joined, cloned vehicles as well as technical attempts of effective preventions to reduce and deter vehicle theft crime, especially keyless vehicle theft. The initiative in the hopes to further reduce the number of stolen vehicle cases in Malaysia.

The First Panellist: YDH Tuan ASP Zariman bin Ahmad, Insp URB JPJKK IPK Selangor. Tuan ASP Zariman has served PDRM for 23 years in various portfolios. He highlighted the higher number of PDRM vehicle theft reports as compared to insurance industry report due to more victims lodged for a police report to cover themselves regardless of whether the stolen vehicle is covered by insurance or not. In his discussion, he shared the ways to approach the community and public in regard to prevention of vehicle theft, reduce vehicle crime of vehicle theft and increase the public well-being and footage sharing on how fast a keyless vehicle can be stolen. Lastly, he also shared a number of prevention initiatives to halt the intention to steal vehicles, protecting the vehicles as well as public roles.

The Second Panellist: YBhg Lt. Kol. (PAB) Dato’ Ooi Win Juat, Head of Marketing & Advisory Department, PUSPAKOM Sdn Bhd (PUSPAKOM). In his presentation with his 40 years of experience and is regarded as “The Expert” in subject matter, he shared on the identification of the vehicle, to recognize the authenticity of vehicles, the Modus Operandi of chassis number and engine number manipulations, cut-and-joined vehicles and the Modus Operandi and how stolen vehicle motivates illegal vehicles on the road which is exposing the public to an extremely dangerous state. He also shared the Fleet Service provided free by PUSPAKOM for a vehicle inspection at public convenience. Finally, the participants were also exposed on how to recognize and identify unhealthy vehicles and the prevention approach.
Mr Mike Briggs, Managing Director, VSST Ltd, United Kingdom
The Third Panellist: Mr. Mike Briggs, Managing Director, VSST Ltd, United Kingdom. Last but not least, Mr. Briggs with his extensive 26 years of experience in combating vehicle theft crime in United Kingdom (UK), representing UK for UK Presidency of the European Union (EU) for vehicle theft crime, working for the government and as the UK President of International Association of Auto Theft Investigators (IAATI) shared in his presentation on statistics and graphs that showing the rate of vehicle theft in the UK. He highlighted the rate of vehicle theft in the UK dropped significantly for 10 years from 2002 until 2012, however, the trend has increased by over 50% since 2013 until 2019 with major contributor were related to keyless vehicle theft.

In his discussion, he also shared the Top 10 car models being stolen and footage of a group of thieves stealing a car using the so-called ‘Relay Attack’. In his Best Practice Sharing, he disclosed the Modus Operandi and how the perpetrators and syndicates work and measures to prevent it. He emphasized that to combat the crime of vehicle theft, teamwork and collaboration from multi-stakeholders are the best policy, and none of the originations able to fight the crime by working in silos.

The event exclusively attended by selected Selangor PDRM Officers including the IPK, IPD, and Balai all over Selangor. During the event, there were questions forwarded by the Participants for Panellists to answer among others are the demand for cheap spare parts motivate vehicle theft, manufacturers’ vehicle securities issues and ways to approach them, the authenticity of vehicles, cut-and-joined vehicles, to identify cloned vehicles and the law and regulation to keep additional vehicle’s keys in the UK. The webinar came to an end with a Group Photo session.
